Summary. The problem of strategy for improved stomatology care to the population through municipal primary health care is raised in this study. Certain results of new schemes introduced in Khanty-Mansijsk Autonomous District are discussed.

The developing integrated model of dental health care was founded on:

  1. content-analysis of legislative and regulatory framework for health that is valid in Khanty-Mansijsk Autonomous District;
  2. experts’ evaluation of the physicians enrolled in this study on possible avoidance of diseases of the oral cavity;
  3. sociological survey of the patients on the importance of sanitation and hygienic measures;
  4. SWOT-analysis of strengths and weaknesses of dental health facilities, of possibilities and threats to organization of dental health care of appropriate grade;
  5. medical audit for the analysis of the state of stomatology care in this District, evaluation of the provision of medical technologies in health facilities, assessment of quality grades composition of providers of medical care.

The strategy for improved dental health care to the population mainly through integrated municipal primary health care has been included into the six-year Program of optimization of stomatology care to the population of the town of Nizhnevartovsk. This Program envisaged three interrelated stages of realization:

First stage covers the period of 2010-2011: medical organizational measures on the basis of what the audit showed.

Second stage covers the period of 2012-2013: reduction of risks of dental morbidity of adult population of Khanty-Mansijsk Autonomous District depending upon capacities of municipal dental health care clinics.

Third stage covers the period of 2014-2015: creation of prevention environment and system of management of dental health through the whole lifespan of an individual.
