Abstract. Activities related to control over narcotic drugs and psychotropic substances are rather vast and implemented by various organizations of different types of ownership in healthcare and veterinary including research institutes, federal state unitary enterprises, state organizations and other organizations regardless of their ownership.

However, activities related to control over narcotic drugs and psychotropic substances in Russia have not been subject to licensing for a long time.

Adopted in 1998 federal laws “On Narcotic Drugs and Psychotropic Substances” and “On Licensing of Certain Types of Activity” initiated legislative regulation of licensing of the activities related to control over narcotic drugs and psychotropic substances. Nowadays only cultivation of drug-containing crops is subject to licensing. However, Regulation on licensing lists 64 types of work and services that constitute activities related to control over narcotic drugs, psychotropic substances and their precursors, and cultivation of drug-containing crops.

Licensing of activities related to control over narcotic drugs and psychotropic substances is implemented by special authorities.

The right to conduct activities related to control over narcotic drugs and psychotropic substances is vested in the licensed legal bodies; most important activities can be implemented by state enterprises and organizations only.

Activity related control over narcotic drugs and psychotropic substances could be conducted only by legal bodies that meet certain requirements.
