Abstract. The study is rationalized by the fact that cases of delivery of low quality medical services still exist.

Methodologically the study is based on the system approach that considers quality as a result of cooperation between subjects of the “patient-doctor” system in the course of medical care delivery.

The article presents analysis results of attributing patient’s characteristics to the risk factors associated with low quality of medical care (analysis of 400 cases of prevention of progressive somatic risk factor of reproductive disorders in men). Information was collected through sociological survey, psychological testing, data extraction from primary medical documents, clinical and functional examination of biological age (400 men), expert analysis (400 case follow-ups of men in out-patient facilities of the regional healthcare system).

Analysis results allowed to define the subjective model of an “ideal male consumer of medical services” supported by data from the expert quality analysis of medical care provided to those men. The authors identified factual comprehensive assessment of consumer resource of quality of secondary prevention of somatic diseases that are risk factors of reproductive disorders in men; degree of compliance with optimal value and extent of potential for improvement as well as risk factors of reducing male patients’ potential and, therefore, consumer resource of quality of medical services provided related to patients’ engagement into improvement of self-potential. The authors also suggested ways for enhancing such engagement.

Conclusions. New data on influence of initial potential of male patients on quality of preventive care and its relationship to factors of patients’ engagement into its improvement obtained through the developed method of comprehensive evaluation can be used to elaborate territorial programs of quality management of health care.
