Abstract. The authors follow the major implementation directions of the healthcare development 2020 Concept exemplified by the Federal Center for cardiovascular surgery in Khabarovsk.

The Concept envisaged creation and operation of Federal centers for cardiovascular surgery with the aim of developing an optimal structural and functional model of healthcare based on active introduction of modern information and organizational technologies due to inability of central research institutes and existing regional medical institutions to meet needs in tertiary medical care.

According to the Concept’s program on quality assurance and care availability, data on performance indicators of the Federal Center for cardiovascular surgery in Khabarovsk shows a significant increase in volumes of medical care as well as improvement in main performance indicators of the surgery hospital.

During the work of the Federal Center for cardiovascular surgery in Khabarovsk dozens of specialists were trained to staff new centers, new (for the Far East institutions) treatment methods were introduced. The share of primary disability due to cardiovascular diseases in Khabarovsk territory essentially reduced: in 2012 - by 15% and in 2013 -by 17%.

One of the main Concept’s objectives related to the development of coordinated staffing policy and provision of continuous medical education is being addressed.

Thus, through concentration of manpower and resources it was managed to significantly increase efficiency of tertiary medical care preserving regional availability of high-tech surgery.

Capacity of the Federal Center for cardiovascular surgery in Khabarovsk, its technical resources, well-trained personnel and state financial support (which is very important) allow to develop innovative directions in healthcare based on achievements of fundamental science, elaboration and introduction of new effective treatment and diagnostics technologies into routine medical practice. According to the Concept this is the priority scenario for improving medical care delivery to population.
