Abstract. The aim of the study was to review regulatory documents on pharmaceuticals’ pricing, to analyze results of price monitoring for essential drugs in the Tambov region both at the outpatient and inpatient segments of the pharmaceutical market.

To study the topic the following questions were considered:

  1. What normative documents regulate pricing of pharmaceuticals in the Russian Federation?
  2. How does the government control pricing and range of pharmaceuticals in the regions of the Russian Federation?
  3. What is dynamics of prices on essential drugs in Tambov region?
  4. How effective is the current legislation related to pricing of essential drugs?

The study used system-view approach, methods of statistical analysis and extrapolation.

Research objects included: pharmaceutical organizations of different legal structures in Tambov region, data of the Tambov region Healthcare Department, legal and regulatory instruments related to pricing of pharmaceuticals.

Results of the study included the following:

  • In 2010, in the Tambov region international and domestic pharmaceuticals of outpatient and inpatient segment of different prices cheapened;
  • In 2011, price of pharmaceuticals slightly increased because many pharmacies tried to gain maximum retail margin on essential drugs to increase retail sales;
  • In 2012, a slight growth of purchasing prices of inpatient pharmaceuticals as well as prices of outpatient essential drugs of the cheapest price segment (pharmaceuticals priced under 50 rubles) was reported;
  • In 2013, the Tambov region witnessed decrease in prices of international and domestic essential drugs of all price segments of both outpatient and inpatient purposes.
