Abstract. Background, subject, and purpose of the work. High levels of morbidity and mortality became factors for improving the Kemerovo region cardiology service.

The purpose of the work was to evaluate social efficiency of implementing advanced organizational technologies to provide specialized care for diseases of the circulatory system at the regional level.

The subject of the study is social efficiency of innovative technologies of care for the circulatory diseases.

Methods: monographic studies, data extraction, statistical, logical and system analysis.

Results. Advanced technologies of care for diseases of the circulatory system implied strengthening outpatient cardiology service; improving effectiveness and intensified utilization of 24-hour specialized beds; ensuring continuity of care at all levels (polyclinic - hospital – health resort) and access to high-tech cardiac surgery, including percutaneous coronary intervention in acute coronary syndrome; and integrating efforts of the municipal and federal level health institutions.

Conclusions. 1. Medical and demographic situation in the Kemerovo region in 2003˗2006 was characterized by high levels of morbidity and mortality from cardiovascular diseases in comparison with the Russian Federation.

2. Major areas of health systems’ development at the regional level are associated with introduction of innovative organizational technologies aimed at improving access to and quality of specialized care for diseases of the circulatory system.

3. Introduction of the modern principles of specialized care organization in the Kemerovo region helped to reduce mortality from cardiovascular causes proving effectiveness of innovative approaches of improving the cardiology service model.

Social efficiency of the proposed innovative technologies of specialized care delivery can serve basis for their implementation in other regions of the Russian Federation in terms of care for diseases of the circulatory system.
