Under conditions of deficient budgetary funding and unsatisfactory quality of care, medical care improvement aimed at increasing practical relevance of healthcare as well expanding volumes of care and improving quality of services in primary care facilities on the basis of medical and organizational technologies is one of the priority areas of the national healthcare under modern economic conditions. Purpose of the study. To substantiate and offer an activity model of medical organization under modern economic conditions that facilitates improvement of medical, social and economic efficiency, and includes principles and new structural elements adapted to address priorities of the national healthcare. Methods and data. Data extraction from medical and statistical sources; social-hygienic methods of data collection; organizational experiment; analytical evaluation of implementation of new technologies; direct observation of work of a medical facility. Results. Introduction of a three-level system of inpatient care organization in Moscow hospitals under study with due regard to volumes of treatment provided resulted in a more efficient process of diagnostics and treatment; and cost-effective and rational utilization of beds including increased annual average bed occupancy by 7.3%, increased bed turnover by 19.9% and reduced average length of bed occupancy by 10.4% during 2013-2015. Special attention should be paid to positive dynamics in bed utilization rates that increased during the study period from 88.3% to 94.7% (ð < 0.05). Conclusions. To optimize work of a medical facility, to increase its medical, social and economic efficiency, and to improve social and psychological relations between staff, under modern financial conditions managers of healthcare facilities should use methodological, organizational and practical approaches to introduce medical organizational and economic technologies into work of a medical organization.
