Abstract. Significance. Under modern social and economic changes that are taking place in the country healthcare reforming comprises several priority areas. Improvement of personnel policy in healthcare management is one of the main priorities. However, clearly defined and comprehensive plans and policies are not suffice for implementation without adequate managerial infrastructure.

The topical issue is optimal utilization of human resources working in healthcare both with medical and non-medical background.

The study purpose is to scientifically substantiate ways for improving personnel service in healthcare management.

Study results. The study identified certain consistent patterns. Personnel management is a process of integration and coordination of human resources to attain the desired goals of the organization on the basis of the concept framework for personnel service.

The process includes design (development) and evaluation of activities required by the organization: recruitment, selection, training and development of staff; building proper motivation to work and developing a remuneration system to support performance.

The process also envisages ongoing monitoring of factors and conditions that become important along with carrier development i.e. related advantages and income, compliance with the principle of equal opportunities, relations with trade unions, development of the entire organization and factors determining certain quality of life (living standards).

Conclusions. Mission of the personnel service in healthcare is to integrate and coordinate human resources to achieve organization’s goals.

This element plays a crucial role in the management system as it is related to the staff utilization. Without personnel all other managerial resources cannot’ be utilized.

Scope of application. The study results can be used by the Department of medical education and staffing policy in healthcare to develop programs on improving personnel service management.

1.Научной новизны нет вообще. Сформулированные предложения и выводы уже общеизвестны и, в общем-то, из серии "капитан очевидность". 
2.С моей зарплатой 12000 руб./мес. не вяжется никак.

Вот это мне нравится.Это должно быть высечено золотыми словами в кабинете каждого главного врача, каждого министра.Их рабочий день должен начинаться с повторения этих слов.
