Abstract: Pediatric disability is an actual medical and social problem of the modern society. It is especially evident with regard to the disabled children living in residential care facilities in Russia.

Purpose: To characterize population of children with special needs living in residential care facilities in Russia.

Materials and Methods: Data from reporting Form # 19 of the Federal statistical observation "Data on children with special needs" made it possible to track regularities and dynamics of disability in children living in residential care facilities within the system of the Ministry of Health of the Russian Federation and Ministry of Education of the Russian Federation in 2001-2015.

Results: in 2015, the share of the disabled children aged 0-17 years inclusive, living in residential care facilities equaled to 8.8% of the total number of the disabled children (living at home and residential care facilities). Over 15 years a trend towards stagnation of disability among children living in residential care facilities has been developed. The highest rates of overall disability were registered in children aged 10-14 years and 15-17 years; in 2001-2015 disability in these groups increased by 1.6-1.9 times.

The minimum level of disability prevalence was registered in children aged 0-4 years living in residential care facilities. In 2001-2015 a downward trend in pediatric disability from 8.5 in 2001 to 2.9 in 2015 was registered.

In general, in 2001-2015, the share of children with newly established disability aged 0-17 years inclusive, living in residential care facilities within the system of the Ministry of Health of the Russian Federation and Ministry of Education of the Russian Federation, decreased from 6.0% in 2001 to 3.8% in 2015, the level of disability incidence per 10,000 pediatric population decreased by 49.7%.

The highest disability incidence in children was registered in 10-14 years and 5-9 years. The minimum level of disability incidence was observed in children aged 15-17 years. It dropped by 50% from 2001 to 2015.

Dynamics over 2001-2015 demonstrated a trend towards decreasing the share of children with newly established disability living in residential care facilities among all children with primarily established disability.

Conclusion: the analysis revealed trends in pediatric disability indexes and helped to get an overview of children with special needs living in residential care facilities within the system of the Ministry of Health of the Russian Federation and Ministry of Education of the Russian Federation.
