Abstract. Specific profile of the department head job is
primarily a combination of professional (medical) and management
activities. At the same time position of the department head is the
first step in the career ladder of most administrators, where they
acquire basic managerial competencies needed nowadays. Position of the
department head should become a school of management, and source for
developing a candidates’ pool for management positions. Careful
attention of the personnel department to selecting and training this
level staff is key to quality structure of the management in healthcare.
On the basis of the specially designed study a job profile model of
department heads of healthcare facilities under the Federal Biomedical
Agency has been developed including scope of work and necessary
competencies to implement those functions, allowing to determine main
directions for their training in the system of continuous education,
based on actual requirements of the position.
The purpose of the study was to substantiate the model
of focus training of department heads of healthcare facilities within
the system of additional education from the perspective of functional
and competence-based approach with due regard to essential management
component.
Methods. Survey of the specially selected group of
experts (department heads of healthcare facilities under the Federal
Biomedical Agency) composed of 31 people from 17 facilities; qualitative
processing of the survey’ results including identification of
frequency, structure of responses, scoring parameters and importance
ranking.
Results: the study results reflect basic functions of
department heads with the list of self-made management decisions,
characteristics of activities that are of greatest complexity, job
requirements for the head’s individual character that in complex helped
to identify types of administrative activities of heads of departments,
requiring special management training and expertly substantiate and
develop directions for additional training of heads and candidates’ pool
for heads of departments of healthcare facilities, taking into account
actual needs and demands.
