Abstract. Prevention of non-communicable diseases and decreased prevalence of the most significant risk factors are both among targets of the state programs aimed at mortality reduction as well as objectives of the WHO “Health 2020” policy.

The study purpose is to estimate progress in achieving targets on reducing risk factors for chronic non-communicable diseases and decreasing premature mortality in comparison with the European countries.

Materials and methods. Comparison of indicators of premature mortality and risk factors in Russia and the WHO European region was based on data of the European detailed mortality database, European “Health for all” databases, results of the Comprehensive observation of the living conditions conducted by the Federal State Statistics Service in 2011, 2014 and 2016, projections of the Global Health Observatory, and data of the World Obesity Federation.

Standardized premature mortality was analyzed in population under 65 years.

Estimation of alcohol consumption is based on the registered volumes of alcohol per capita consumption in population over 15 years in liters of pure (100%) alcohol.

Conclusion. Over the past decade the gap in life expectancy between Russia and the EU-15 and WHO European region has reduced. The targeted values of the Health-2020 for reducing premature mortality combined for the four groups of the major non-communicable diseases exceeded the original target more than twice.

Rates of increase in life expectancy in 2010-2015 were lower compared to the ones in 2006-2010. Success in reducing premature mortality from chronic non-communicable diseases was due to circulatory diseases only.

The healthcare programs turned out to be major sources of positive changes. Measures aimed at improving life style provided just a modest affect on reducing alcohol consumption and tobacco use and, therefore, failed to affect premature mortality dynamics.

To monitor efficiency of preventive programs Russia has to organize collection of data on behavioral risk factors according to the WHO standards because as of today there are no comparable data on prevalence of tobacco use and alcohol consumption in Russia and the WHO European region including EU-15.
