Abstract. International cooperation in the sphere of health
improvement requires a strong analytical substantiation and therefore,
information for a comparative analysis of conditions and results of
countries’ efforts in healthcare.
The purpose of the study: to assess the adequacy of
Russia's information resources to the criteria of the countries of the
Organization for Economic Cooperation and Development in the field of
health care for the possibility of their comparative analysis.
The study materials: OECD/Eurostat/WHO Europe
structured surveys according to which the Russia’s health statistics is
submitted to international organizations via channels of the Russian
Ministry of Health.
Conclusions. Russia has information on the majority of
indicators from the mini-survey (for the observer states) but there is a
complete or partial incomparability with the OECD criteria regarding
definitions and methodology. This significantly hampers implementation
of a comparative situation analysis in Russia and the OECD members.
Perspectives of the Russia’s entry into the Organization for Economic
Cooperation and Development are related to the transfer to a
large-scale set of informational tools including healthcare issues.
Moreover, current unification and harmonization of informational
needs of OECD, Eurostat and WHO Europe may require such transfer before
Russia’s entry to OECD i.e. in the near future.
Health information submitted by Russia to international organizations
could be roughly divided into the following three groups. First –
indicators, characterizing population health and its non-medical
determinants.
Second – indicators describing human, material and technical health resources and their use.
Third – financial indicators. The highest discrepancies in terms of
definitions and methodology are registered in the second group, while
the widest informational gaps – in the third one.
