Abstract.
The need to develop public-private partnerships is one of the main
objectives of the national Patient-centered system and is one of the key
areas of the healthcare development strategy in the Russian Federation.
Purpose: to analyze indicators defining possible expansion of
business integration into public sector of the healthcare and
perspective directions for developing a public-private partnership.
Methods. To achieve the purpose, the current state of
infrastructure at the regional level was analyzed, provisions on
developing public-private partnerships and prospects of their
realization to ensure competitive environment and enabling conditions
motivating the private medical organizations to provide high-quality
primary care were investigated.
To calculate rating of perspective directions for developing
public-private partnerships in the health sector the following
indicators were used: capacity of outpatient facilities by 10,000
population, disease incidence and availability of doctors by 10,000
population at the regional level.
To substantiate the need and identify the most perspective directions
for developing public-private partnerships the following indicators
were analyzed: the number of institutions providing health care, level
of hospitalization and care seeking behavior.
Results.
In the Ryazan region, the integral index is one of the lowest in the
Central federal district due to the lowest capacity of outpatient
facilities and high morbidity rates, with comparable levels of staffing.
Discussion. The need to look for and practically use new
progressive organizational forms of work of medical organizations, use
new technologies, modern preventive, diagnostic and treatment methods
and approaches to address the increasing demand in outpatient care, is
determined on the one hand, by the reduced capacity of outpatient
facilities in the Ryazan region against the background of negative
dynamics of morbidity from main classes of diseases, and on the other
hand, by the development of the hospital-replacing care with the
increased load on outpatient facilities in the Ryazan region.
Conclusions. Primary health care could become the most
rational direction for developing public-private partnerships in
healthcare, because it doesn’t require high expenses and is perspective
for increasing the role of private medical organizations operating
within the system of compulsory health insurance.
