Identifying some mechanisms of damaging factor at auto-pedestrian accident during forensic examination |

Traffic injury has most significant social response as it is being comprehensively analyzed and grossly elaborated upon by media and public at large. Philosophy of evaluating a fatal road traffic accident is based on analysis of surface factors. Casual factors as basis for generative consequences - the traffic injury that is fatal in many cases practically drop out of the investigator's sight. In 2009-2012 fatal road accidents in Russia accounted for about 113,000 deaths with one third of them being pedestrians (38,000); almost 1,100,000 people were injured. Analysis of injuries received at road traffic accidents with due regard to clinical and forensic medical reports helped to evaluate timeliness of medical care for injuries and reconstruct accident's circumstances and conditions. The article also reviews trace evidence and degree of damage at the time of medical care provision in view of the requirements stipulated by the Resolution adopted by the 64th United Nations General Assembly on March 2, 2010, that proclaim the period 2011-2020 as the Decade of Action for Road Safety, Decree of the Government of the Russian Federation of February 20th, 2006 # 100 "On "Improving road safety in 2006-2012" Federal Target Program, and a number of other regulations. The analysis identified a common consistent pattern of damage mechanism of auto-pedestrian accident and estimated time of arrival of the medical team at the place of accident and time of transportation of the injured to a hospital. Traffic violation, high speed, failure of drivers to meet requirements of modern vehicles and low human values and behavior philosophy are the underlying causes of high risks of death or injuries of pedestrians. The analysis helped to better understand mechanisms of road traffic accidents and damaging factors that discourage survival. Keywords: road traffic accident; traffic injury; damaging factor.
