Summary. Background. This article focuses on the topical issues and priorities of healthcare development in regions of the North-Western Federal District of Russia in relation to the priorities of the Northern Dimension Partnership in Public Health and Social Well-being. Considering that importance of international cooperation is growing and project activities play the key role in territories of the partner countries, identification of areas and directions of cooperation that are mutually beneficial for countries-members of the Northern Dimension Partnership and Russia becomes a pressing issue.

Methods. To prepare materials of the article the authors used analytical and statistical methods and content analysis.

Results. The long-term target healthcare development programs for regions of the North-Western Federal District of Russia, the concept of health development of the regions, report of the Ministries of Health on performance and objectives for 2010-2020 were analyzed. The obtained data were compared with the priorities set by the Northern Dimension Partnership Strategy and directions of further cooperation were identified.

Comparative analysis of priorities and problem areas in healthcare in the North-Western Federal District of Russia and priorities of the Northern Dimension Partnership Strategy revealed that a number of issues are common priorities both for the Partnership and for the regions. At the same time, some issues that are topical for the North-Western Federal District of Russia are not included or insufficiently covered in the priorities of the Northern Dimension Partnership.

Conclusions. Significant contribution into implementation of priorities in health development and social well-being of the Russian population through Russian participation in the Northern Dimension Partnership has been identified. At the same time, a more active promotion of the Russian interests in the Northern Dimension Partnership is required. The obtained results help to demonstrate the need for future project activities planned in North-West Russia within the framework of the Northern Dimension Partnership.
