Summary. Need for increasing effectiveness of
demographic policy in terms of improved heath and reduced mortality
makes the study topic relevant.
The aim of the study is to substantiate criteria for
evaluating effectiveness of policy measures aimed at reducing mortality
and to determine effects of measures aimed at reducing loss due to
diseases of the circulatory system.
Methods and data. The authors used official statistics
and survey of patients with diagnosed diseases of the circulatory system
(356 patients of 40-60 years) in three Russian regions to evaluate
measures aimed at reducing mortality associated with diseases of the
circulatory system based upon suggested by the authors specially
designed criteria.
The study showed that in general, markers substantiated by the
authors indicate effects of measures aimed at reducing loss associated
with diseases of the circulatory system.
Results. Statistical markers of effectiveness include
the following: formation of a positive trend or increased positive
dynamics against the background of implementation of corresponding
measures; rapid decrease in mortality from causes that are mainly
dependable upon healthcare performance (ischaemic heart disease and
cerebrovascular diseases in comparison with “other heart diseases”);
increased median age of death from ischaemic heart disease and
cerebrovascular diseases; reduced share of “other” and “unspecified”
diagnosis in the structure of ischemic heart disease and cerebrovascular
diseases; rapid decrease in mortality associated with diseases of the
circulatory system in the regions that have initiated implementation of
measures as early as at the “pilot” stage of implementation.
According to the social survey, markers include the following:
awareness about new measures aimed at developing cardiological care; use
of new medical and informational technologies by the informed
respondents; positive appraisal of changes in access to and quality of
medical care by the respondents.
The analysis also showed that despite clear achievements that prove
effectiveness of the implemented measures there are also some problems.
Further detailed analysis of those problems helped to obtain
important information necessary for adjusting policy measured aimed at
reducing mortality.
