 Abstract. The study is substantiated by the importance of the 
research subject; results of the analysis of causes of disability and 
mortality across regions help to focus the required actions. Health 
status primarily determines effectiveness of performance and high 
quality of life. Identification of risk zones of disability and 
mortality promotes adoption of adequate solutions to reduce preventable 
loss and improve life quality of the society in terms of health. The 
study purpose is to identify main causes of disability and
mortality in the population of Novokuznetsk, the large industrial 
center of Siberia, that have negative trends over the past five years. 
Material of the study was data of the annual signal information of the 
Novokuznetsk medical information and analytical center, received as a 
result of the analyzed output forms of the automated information systems
of the public health evaluation. Both the systems and databases have

The authors applied methods of system analysis and statistical
methods. Normality of distribution of quantitative characteristics was 
tested using values of kurtosis and skewness. Trends in indicators were 
analyzed using the criterion of Tau Kendall.
 
Qualitative traits in two independent groups were compared using 
z-test. The critical level of significance of the difference (p) is 
0.05. The metrics were compiled into time series and analyzed in 
licensed statistical package IBM SPSS Statistics 22. The analysis helped
to identify problem situations and calculate significant correlations. 
Recommendations on eliminating health risk factors have been made.
 
Results of the study can be used to identify problems and 
develop priorities to reduce avoidable health loss at the federal and 
regional levels.
