A.M. Tulenkov Abstract. The aim of this study was to evaluate access to HIV prevention and treatment to prisoners. Research methods: The study was conducted with the use of common methods of scientific cognition: observation, comparison, systematic and logical analysis and synthesis, theoretical and empirical methods. Statistical data were analyzed using sampling, grouping, comparisons and generalizations, and time series with the use of computer programs Microsoft Word, Microsoft Excel. Results: The authors assessed both the general needs for prevention and treatment of HIV- infection and access to such services to people contained in the penitentiary facilities of the Federal Penal Service. The results were used by the Department for health service support of the Federal Penal Service to plan activities aimed at improving the system of medical and sanitary support within the framework of the Concept for development of the penal service in the Russian Federation until 2020. In particular, the results were used for planning manpower structure of the new type medical units that are being developed now. However, it should be noted here that, despite positive dynamics in improving infrastructure, increasing financial support and staffing of the medical service of the Russian Federal penal service, there is a significant gap between indicators for general population that is yet to be bridged. Conclusions: the obtained information provides an objective picture of how well the penal health sector can implement activities aimed at prevention, treatment and control of HIV-infection within penitentiary facilities. This information can be used to improve the medical and sanitary support system within the Russian Penal Service facilities. Key words: prevention; HIV-infection; medical support; prison. References
