Summary. The problem of extention of drug abuse, psychtropic substance abuse is a pressing challenge nearly in all countries in the world. Illegal trafficing of narcotic substances during last decades has become a global problem and it seriously affects psychic atmosphere in society, economics, politics and security.

In this regard Russian Federation executes a complex of measures aimed on illegal drug trafficing control including development of legal base regulating circulation of narcotics and psychtropic substances on the territory of the Russian Federation.

In 1998 Fedeal law ôOn narcotic and psychtropic substancesö was adopted. It for the first time settled law terms concerning circulation of narcotics and psychotropic substances. At the same time a certain number of international acts (conventions) settling the system of measures aimed on illegal trafficing of narcotic and psychotropic substances in Russia.

According to article 15 of the Constitution of the Russian Federation universally recognized principles and norms of international law and international agreements of the Russian Fedearation form the constituent part of its legal system. These constitutional provisions predetermine the necessity of in-depth analysis of adopted international conventions in the sphere of control of circulation of narcotic and psychotropic substances.

The task of prime importance of international conventions in the sphere of control of circulation of narcotic and psychotropic substances is provision of legitimate needs of health care system and simultaneous laundering to inclusion of dangerous substances into illegal circulation.

The article reviews the history and current state of international legal control of legitimate circulation of narcotic and psychotropic substances.
