REQUIREMENTS FOR MANUSCRIPTS SUBMITTED TO THE JOURNAL ARE BASED ON THE REQUIREMENTS OF THE HIGHER ATTESTATION COMMISSION OF RUSSIA AND THE ICMJE RECOMMENDATIONS GENERAL RULES
The Letter of Confirmation printed on the institution’s headed note-paper should indicate whether the article pertains to the thesis work.

The editors also encourage reviewers to withdraw if biased.
If the author sends a Notice of appeal to the Journal expressing their disagreement with the editors’ decision regarding their manuscript, this manuscript together with the appeal is sent on to the “Conflict management committee” for informed decision about its possible publication (see ATTACHMENT 4).
FORMATTING AND SUBMISSION GUIDELINES
All keywords and key phases (five to seven words ideally) are separated by semicolon. The list of keywords should reflect the research field as precisely as possible. General terms (like health, disease, number of population, healthcare, etc.) that do not clearly outline specifics of the research subject should be avoided. Notes. Title, abstract and keywords should not be electronically translated into English to avoid distortion of the author’s meaning. See ATTACHMENT 3 for sample title page.
The Abstract should only list the methods used. Results of the work should be described as accurately and informatively as possible. The Abstract should list basic theoretical and experimental results, factual information and relationship patterns and regularities identified. The focus should be placed on new findings and conclusions, which, according to the author, are of practical importance. Data limitations and reliability, as well as degree of validation should be indicated. Conclusions may be followed by recommendations, estimates, and proposals described in the article. On average the Abstract should not exceed 2700 characters (up to 1.5 pages of text) as recommended by the Social Aspects of Population Health journal. The text of the Article shoul beginwith the Abstract.
The intent and content of the Abstract in Russian and English should be consistent.
This structure is not an arbitrary publication format but a reflection of the process of scientific discovery. Introduction. This section provides a context for the problem under study and its significance and states the specific purpose of the study. Methods. This section should clearly describe the selection of observational or experimental participants (including controls), including eligibility and exclusion criteria and a description of the source population. The guiding principle of the Methods section should be clarity about how and why a study was done in a particular way. The section should aim to be sufficiently detailed so that other researchers would be able to reproduce the results. Results. Results should be presented in logical sequence in the text, tables and figures. The main or most important findings should be presented or summarized first. Numeric results should be given not only as derivatives (for example, percentages) but also as the absolute numbers from which the derivatives were calculated. The Results section should also specify statistical methods used to analyze data. Tables and figures should be restricted to those needed to explain the argument of the paper and to assess supporting data. Graphs should be used as an alternative to tables with many entries; data should not be duplicated in graphs and tables. Nontechnical uses of technical terms in statistics should be avoided, such as “random” (which implies a randomizing device), “normal,” “significant,” “correlations,” and “sample”. Discussion. Emphasis should be placed on the new and important aspects of the study and the conclusions that follow from them in the context of the current best available evidence. Data or other information given in the Introduction or the Results section should not be repeated in detail. It is useful to begin the discussion by briefly summarizing the main findings, then explore possible mechanisms or explanations for these findings, compare and contrast the results with other relevant studies, state the limitations of the study. It is also advisable to explore the implications of the findings for future research or for clinical practice. It is important to link the conclusions with the goals of the study but avoid unqualified statements and conclusions not adequately supported by the data. In particular, statements on economic benefits should be avoided unless the manuscript includes the appropriate economic data and analyses. Claiming priority to the study should be avoided. It is appropriate to state new hypotheses when warranted, but label them clearly. Conclusions. Conclusions should be stated in affirmative statements defining the study results that all together clearly indicate achievement of the study goals. Conclusions should be listed in order of their importance. Usually they are restricted to five or six.
All tables should be numbered and titled. All clarifications should be provided in notes (footnotes) rather than in titles.
Interpretation of all illustrations in the article is mandatory.
ORGANIZATION OF BIBLIOGRAPHIC REFERENCES Sample references (see below) specify reference style and format for the most common sources of literature and clarify symbols and identifications used to organize reference lists a la Vancouver style that seem unusual to the Russian speaking authors. According to the international citation systems, bibliographic references are included in the translated into English part of the manuscript. Therefore, references should be presented both in the source language and in Roman alphabet. So, the author should provide References in two versions: in the source language (Russian language sources should be in Cyrillic alphabet and English language sources – in Roman alphabet), and then the same list in Roman alphabet for international databases duplicating all literature sources no matter whether there are any international sources among them. All Russian language sources in the References should be formatted in the following order: authors’ names (author’s transliteration), manuscript title (transliteration), manuscript title (English translation in square brackets), journal’s title (transliteration), publisher (transliteration). Imprint data in digital format should be followed by indication of the source language (in Russian). Title of the journal should be highlighted in italics. Example: Запорожченко В.Г. To develop References in Roman alphabet, editors of the Journal recommend using Translit transliteration system available from http://www.translit.ru. Access is free. SAMPLE ORGANIZATION OF BIBLIOGRAPHIC REFERENCES RUSSIAN LANGUAGE BLOCK Note 1. The editors give pared examples: the first example samples organization of a reference for the Russian language References. The second one exemplifies organization of the same reference for the English language References. Note 2. Part of a reference is presented in digital format if organized a-la Vancouver style. Part of this reference is displayed in a format that is uncommon for the Russian authors, i.e. 2014; 58 (5): 4-8. This is so called digital format and reads the following: 2014; - the year (date) of publication. Semicolon indicates that the dating is completed. Dating can be more complicated, for instance: 2002 Jul; (the year and month of publication) or 2002 Jul 25; (the year, month and day of publication). However, in both cases the semicolon shows that dating is completed. 58 is the volume. There can be no volume if the Journal is free from volumes. If the volume is followed by a colon not the journal’s issue, this means that the Journal is not numbered by its editors. Semicolon is followed by the number of pages on which the publication is placed inside and out. (5): is the number of the journal. It is always displayed in round brackets even if there is no volume. Semicolon indicates that the number is followed by pages on which the publication is placed inside and out. The sample article above is placed on pages four to eight. Note 3. Reference to books in digital format reads the following: if the letter “p” follows the number (436 p) it indicates the total number of pages in the cited source; if it precedes the number (P. 436), it refers to the page of the source on which the idea or conception cited by the author is placed. If a reference is made to a book’s section of chapter (more than one page), number of pages indicate pages on which they are placed inside and out: P. 434-636. Note 4.
