Abstract. The process of performance evaluation of healthcare system in many countries was initiated not long ago and still lacks a standard approach. Selection of criteria for performance evaluation depends on policy priorities, peculiarities and traditions of the system strategic management, its capacity and requirements.

Integral quantitative medical and social evaluation of the regional healthcare performance has been carried out to analyze performance of the regional healthcare system on the basis of the developed comprehensive model.

The study was conducted within the territory of the Arkhangelsk region. The authors used data of the Federal State Statistics Service of the Russian Federation and results of the sociological survey of population and medical personnel. The comprehensive model consists of three sections (public health of the region, resources of the system, and system performance), including 27 indicators with the three-level rating scale. Each of the three levels is represented by a color: green – the highest level, yellow – medium, red – the lowest. To calculate the integral quantitative index, the index corresponding to the green level receives 3 points, yellow - 2 and red - 1 point.

The next step is adjusting the overall points for each section by applying weighting factors. Then the total number of points calculated using the weighting factors by each section will be summarized into the general rating.

The results show that the state of public health in Arkhangelsk region received 13 points out of 27 possible. Resources of the health system received 19 points out of 27 possible. The third section reflecting performance of the regional healthcare system received 16 points out of 27 possible. After calculating integral indicators for each section Arkhangelsk region health care system scored 305 points out of 540 possible (56,5 %), which corresponds to the average level.

The comprehensive model of medical and social evaluation of the regional healthcare performance provides for integral quantitative characteristics of the system state over time and in comparison with other country regions.
